Good news at last for disability access at Sallins train station as accessibility works have finally started this week.

The works have been sought for some considerable time, practically since the station re-opened a decade or so ago and whilst newer stations such as Adamstown got accessibility access from the off, we had to wait for the upgrade works to commence and there were a number of false dawns along the way.

Still better late than never and it’s great to now see the construction phase begin, the machinery is finally on site and the project is commencing. The accessibility access issue has been the most pressing item in terms of station works for some time. It will be a huge relief primarily for disabled passengers of course and am sure it will also be welcomed by anyone who has ever had to push a buggy or cart a load of shopping over the existing stairway.

The works will not put in an elevator as I understand it but rather a set of footbridges and ramps. This is probably not ideal as an elevator would be more convenient but this seems to be the model Irish Rail are going with now as it is lower mainteance and less vandalism prone given lesser complexity and fewer moving parts.

I do think longer term the station has a lot of development potential – there are a fine set of buildings there and there is a lot more that could be done in terms of facilities including an enhanced ticket office, waiting area and even a little café in the future. But we’ll certainly welcome the accessibilityworks for now as a basic requirement of the station’s users and an essential first priority for any station upgrades.

1. Introduction

This document is submitted as feedback on the current public consultation re traffic management / pedestrianisation initiatives in Sallins village. It draws on content from other previously submitted documents which dealt with overlapping issues. As such it may sketch a slightly wider scope than the immediate focus of the consultation.

2. Background

Sallins village has grown rapidly in recent years and the village infrastructure has been under strain for some time. Traffic flows in and around the village currently struggle to cope with the volume of demand. Parking issues also continue to cause exacerbation.

This document highlights current issues with suggestions for improvement where practicable. It is expected the relevant planners can enhance these proposals with solutions based upon their professional knowledge and experience of simliar situations.

3. Kerdiffstown Road and Canal View

Canal view and the Kerdiffstown road in particular come under strain as traffic to school, church and N7 motorway must use the same narrow egress.

Current difficulties are illustrated in the below diagram.

Traffic flows in the diagram are illustrated with block arrows. The area covered is the block between the canal, church and railway station.

These routes are heavily used by traffic for school, church and access to N7 motorway. A one-way system is currently in force around the canal bridge area.

Whilst the streets were always busy and occasionally congested, the situation was worsened a while back by creation of parking spaces along the street shown in diagram as purple boxes. Whilst being sympathetic to the need for extra parking in the village centre, at points 3 & 4 in above diagram, the parking spaces resulted in narrowing the carriageway to the point where only one car can pass at a time. This had the unintentional effect of creating a de facto one way street.

This in turn means that traffic wishing to turn right along the canal from the main street sometimes must travel up onto the canal bridge and take a right turn across a lane of oncoming traffic and down the ramp off canal bridge (point 1 in above diagram). Due to the humpback bridge this is effectively a blind turn and in my view is highly dangerous.

Much of this is school traffic with young children being brought to school. Also commuters use this path to access the motorway in mornings.

Traffic coming from the Kerdiffstown road into the village theoretically has the option of joining the main street at point 2 however this is a very narrow corner junction and is in no way suitable as a primary traffic corridor.

The corner parking space was removed and subsequently double yellow lines were introduced onto the road along by point 4 in diagram (Church Avenue). Whilst excessive parking certainly created issues for such a busy but narrow carriage way the double yellow lines have not proved an effective solution and have negatively impacted the ability of local residents and businessse to park outside their own premises.

The ultimate solution must take into account practicalies such as the need for local parking and “seasonal“ peaks (such as mass times and school run) whilst ensuring a constant smooth flow of traffic to avoid excessive hold ups and knock-on safety issues.

4. Parking Constraints

There are a number of traffic & parking constraints currently applicable within the village area bordering the canal (as descibed above). Spill-over parking from the Railway station negatively impacts upon residents and business owners in the immediate vicinity i.e. on the streets canal view, church avenue etc. It is also problematic that this small road takes a large volume of traffic from the village to the school and out onto the M7 motorway.

These issues can be summarised by the following goals:

Ensure available parking exists for residents and commercial users of the location.

Address inappropriate all day parking which deprives residents of spaces and clogs road.

Ensure roadway is clear especially at peak times and ensure appropriate access for traffic volume.

A suggestion would be that available spaces be allocated to residents on a permit basis and that a short-term parking window be granted for customers and casual users. Excessive / All day parking should be prohibited at all street parking locations in village. Parking regulation should take into account traffic patterns also, e.g. more parking required at mass times but less through traffic.

Target available parking at residents and businesses through a permit system

Prohibit excessive / all day parking at all on street locations

Ensure roadway clear and appropriate for traffic volumes

Account for patterns such as school run, motorway commute, church times

Single yellow line to enable flexibility outside core hours e.g. weekend mass times

Address safety issues by providing smooth, managed flow of traffic

5. New Junctions

The new traffic junction should consider flows from Osberstown estates, railway station and church avenue as well as existing (and essential for school) pedestrian crossing facility. It is suggested to relocate this crossing just slightly to come in line with the existing junction, to regulate access for motorists entering the Main street from either side and also to enable pedestrian traffic cross to the school, church and train station in safety from the other side. I understand detailed consultation on this will occur at a later date.

Another junction requiring control measures is also required from Osberstown cottages onto R407 where a set of lights have been erected but not enabled and then removed. This junction should be incorporated into the overall traffic management scheme with alacirty to enable residents here access the main road and avoid an accident.

6. Main Street and Canal Bridge

Traffic volumes along the main street are magnified by vehicles using the village as a rat run between the N7 and N4 motorways.

The current canal bridge can also be hazardous for pedestrians due to narrow footpath on one side and no footpath on other.

Pedestrian traffic from the Osberstown side of the village has no footpath to cross the bridge on that side. Whilst it is possible to cross at the traffic lights, it is necessary then to recross the main road further down the village in order to cross back onto that side. Access to the canal is thereby impaired for walkers, people with buggies or in wheelchairs.

Provision of a pedestrian foot bridge on one or both sides of canal bridge could address this hazard whilst enhancing the aesthetic character of the bridge (ala Newbridge footbridge across Liffey) .

7. Longer Term Solutions

It is appreciated the current consultation is a short-term initiative with a particular focus. Nonetheless the following suggestions are propsed with an eye to the longer term view.

It is hoped the Sallins bypass will take a major volume of traffic off the village streets and address some of the current difficulties. However internal village traffic accessing school, train station, church and motorways will still intersect and conflict at key points.

One way system with new canal bridge

One longer term solution to manage traffic flows around the village is the creation of a one way system as illustrated in below diagram:

The solution above would require construction of an extra bridge across canal and is understood to be a longer term solution. However it may be the best long term approach.

Traffic flows in above diagram are indicative as is exact location of new bridge, many permutations on above theme would probably work in practice.

Irish Rail recently ran a consultation period on the new timetable which they have now unveiled. A number of submissions were sent in from our NASRUG group and from many individuals using the online process (which is a welcome addition to the timetable loop). The new timetable is broadly similar to the old one but here are a few new highlights:

- More morning services between 8 and 9 am
- New morning train at 9.25am
- Extra train home in the evening at 19.40
- Better Sunday service with later train home (for post Croker )

That’s about the main ones. I am told this incorporates our various submissions. There is also a slight change on the Naas feeder bus – I am told it will now stop/start at Post Office.

Happy commuting!

I was told they expect to apply for planning permission in July and work will commence as soon as planning is received.

Obviously this would be very welcome but we have had false starts before. This is probably the most concrete update I have had though so hopefully it will happen this time.

On a separate note I am trying to get the station cleaned up for the Tidy Towns at present. Am sure all readers of this blog are model citizens with regard to litter etc but if everyone could make a special effort as the tidy towns judging is running at present and the station cost them points last year.

I attended a meeting last Wednesday night, organised by the residents of Killeenmór to discuss the recent and recurring flooding issues. The meeting was also attended by Cllr. Liam Doyle, Cllr. Brendan Weld and Michael Fitzpatrick (who had to vote in the Dáil) was ably represented by his aide Johnny Callaghan.

The map above shows some the areas affected. The Morrell river flows under the canal and alongside the railway. When it overflows the culverts under railway see it spill over onto nearby fields & houses.

We discussed the root causes which included increased drainage demands from infrastuctural developments ranging from the M7 upgrade to the railway tracks. Some work was done at the time of the motorway upgrade, including upgrading of bridges and some banking of ditches but a lot more is now needed. In a sense the problem is constantly moving downstream as the issues at Johnstown are now manifesting in places like Killeenmór and the neighbouring Turnings townland. The Painestown and Morrell rivers intersect and both join the Liffey eventually.

A comprehensive drainage landscape survey is required and I understand from Deputy Fitzpatrick’s office, that this is underway involving both the Office of Public Works and Kildare County Council. The full course of the Morrell has been walked by officials and a report should be drawn up shortly to see what’s needed.

A report was drawn up some years ago but never implemented, or at least only partially, however I feel the political will is onboard now to make something happen. I will stay close to it and keep the pressure on.

Last night (8th Jan, 2010), RTE Prime Time screened a program on the floods in Sallins, amongst other places.

I spoke to the program makers, on camera, for about thirty minutes, however I did not feature in the eventual program. I did show them around the local landscape and bring them to the site of the culvert etc where they interviewed both myself and Brendan McCauley (who did make the program for about 5 seconds!).

The technical information was not bad however the program gave the impression of a state of inertia. I feel that whilst there were many faults preceding the situation (principally lack of any maintenance on the culverts) there has been progress since which was not reflected. In the immediate aftermath, a number of meetings were held and a dedicated committee was setup to progress the engineering issues with the council. That committee had a meeting with the council before Christmas and I understand all sides viewed it as positive. Since then the council have begun a drainage survey of the surrounding lands and I believe the target is to have an upgraded culvert in place by month end.

So things do appear to be happening, albeit at a slow pace. I do not imagine there will be further public meetings however I expect the committee that was formed arising from the initial meetings will be getting together and furthering their work with the council. As I have further updates, I will post on here.

One remark that was most unhelpful was that from the Minister, John Gormely TD. He remarked, almost flippantly at the end, that the estate was “built on a flood plain” and what would the residents expect? A casual remark, in my view and an uninformed one at that. I have stated in the past exactly why I believe the Waterways flooded and a flood plain does not come into it. I have raised this with Deputy Fitzpatrick and he is seeking a clarification with the Minister so the correct facts can be put on record from the department.

Great night had last night at our Waterways benefit night fundraiser, in Boss Byrnes lounge. I was on quizmaster duty and we had a full house, over 25 tables entered and some great prizes, thanks to all our sponsors and supporters. We even had music at the interval, from Sallins latest trad sensations, Sult Na Sollain.

On related note, the Kerdiffstown road is still closed whilst they figure out what to do with the culvert. I know it is causing some inconvenience to the residents along that road, which unfortunately will be the case until is is sorted permanently, however for the casual commuter, there are other options to get out onto the motoray. I have documented one of these above, an alternate route for Sallins motorists, in particular, to get out onto the N7 without needing to go anywhere near Naas or the Monread road etc. Just follow directions above.

It’s two weeks now since the Waterways was flooded and there’s a lot of water under the bridge (culvert) since.

A delegation comprised of residents reps and the area councillors has been in talks with the county council about solving the problem longer term. As mentioned in previous post this will involve an upgrade of the drainage infrastructure in particular increased capacity at the two culverts to the rear of Waterways.

Relief efforts are ongoing meanwhile and a number of tradesmen came down to the Waterways on Saturday morning to lend their time and skills to what repairs or maintenance they could help with. Electricians, carpenters and general workers were involved. The houses are really back to square one in most cases, with interiors stripped back to wooden frames and concrete floors. It will be a long road still before everyone is back home again. There is some more activity planned for this Saturday and tradesmen/volunteers are encouraged to leave their details at the bottom of this post (or just mail me on james@jameslawless.ie) with a note on your availability and what you would like to contribute (e.g. electrical work, plumbing, general help out, whatever). Thanks.

A benefit night will be held this Wednesday in Boss Byrnes lounge at 9pm. The night will consist of a table quiz (questions by yours truly:), music and there will be finger food provided. A good Christmas event for all and all sponsorship and support welcome.

I did a bit of research the last few days. I’ve had a lot of conversations with engineers, with residents in around the waterways and even walked (with the landowners) across farmland in the Kerdiffstown area bordering the Waterways development. Consensus is now building as to what went wrong and it doesn’t appear that it was the Waterways at fault.

Basically a canal feeder stream took water from the Morrell river and others, ran along the back of Monread road, took onboard Naas Town Council surface water, took on N7 motorway spilloff, seemingly took some Naas waters from as far away as Lakelands.

All of this followed a trajectory entering the canal past Sallins school and behind the waterways.

Where the water entered the canal there was a double culvert arrangement, with one drain under the railway line, and another under the Kerdiffstown road. The second of these became blocked last week with the result that this very large volume of water had nowehere else to go but spill over into the surrounding fields and farmland. In addition to the immediate vicinity miles of surrounding farmland lay undrained whilst the flow could not escape.

To tackle this, the road was dug with a temporary relief trench, as per last post and a fine job was done there. To prevent this happening in future this temporary fix must become permanent with a full fledged, adequate capacity four way culvert put in there before they close the road again. The railway culvert should also be checked and probably upgraded.

The question arises how did this happen? Whilst the drainage has been historically present (since the canal was built), unquestionably the strain on these culverts has increased every year, or every decade as more and more infrastructure (such as roads with surface water) and housing has sprung up in the catchment area. Ironically the Waterways itsef was not allowed feed into here as the drain was considered at capacity. It is clear these drains should have been subjected to far greater maintenance than they were (none?) but it is less clear who is responsible. The council probably but also Irish Rail, Waterways Ireland and other agencies are in the mix. A quick annual clean should have been a basic and uncontroversial task but upgrading or replacing such works crossed more lines perhaps why it was put on the long finger.

There has been speculation in recent days that the site was a victim of poor planning and or that inappropriate rezonings were involved. I’m not sure of this. In fact the site seems to have suffered from external factors being flooded by overflowing drains from much further afield. I believe there were some blocked gullies in recent weeks but nowhere near enough to cause the flooding without massive external overload. The OS map shows flood drops, again however these are confined to one small triangle where the stream turns and which remains to this day farmland. The site itself seems an ideal location for development in many ways, being adjacent to public transport (Sallins Railway Station bang in the middle), minutes from the motorway and in the heart of commuter belt. As a mixed use development the site also features much commercial activity and has brought welcome local employment. It is an awful shame the site has not realised its potential and that some key anchor buildings remain unoccupied but fundamentally my view that it remains a good development and I hope to see it succeed as a residential, commercial and leisure hub eventually.
