Bio Energy Plant
A huge number of objections were received by Kildare county council against the proposed bio-energy complex at Monread / Kerdiffstown. The upshot of this was that the council refused planning permission for the proposed facility. The owner now has five weeks to appeal this decision. Residents or interested parties can also make a submission on the appeal.

NB Whilst the proposed facility is located adjacent to the existing Kerdiffstown dump, however the proposal comes in from a separate party, an M&M Coldstores company.

Existing Kerdiffstown Dump
After almost three years of filing by the EPA the high court granted a temporary injunction against the A1 waste facility at Kerdiffstown on Friday 14th May. This prevents A1 from lodging any further waste into this landfill. A question then arises as to how the estimated 1.5 million tonnes of unprocessed waste in the landfill is to be cleaned up. I have raised this question with the Minister and it is also being pursued by a number of parties including the EPA and the CAN (Clean Air Naas) group (www.can.ie).

Extension to Kerdiffstown Dump
Although the existing dump has now been shut down, at least temporarily, the council simultaneously granted planning permission for the construction of a new dump on an adjoining 26 acre site across the road from the existing plant. The council maintain that each planning proposal is dealt with on its own merits and this application satisfied the various grounds. However this new extension has yet to receive a license from the EPA and that application process will be ongoing through the Summer.

Please see attached map for the location of the above three sites. At any stage residents can continue to report odours to EPA on (01)268 0100 and these will all be logged and referenced in future cases and applications to extend / continue operations.

On related note, the Kerdiffstown road is still closed whilst they figure out what to do with the culvert. I know it is causing some inconvenience to the residents along that road, which unfortunately will be the case until is is sorted permanently, however for the casual commuter, there are other options to get out onto the motoray. I have documented one of these above, an alternate route for Sallins motorists, in particular, to get out onto the N7 without needing to go anywhere near Naas or the Monread road etc. Just follow directions above.

Good news on Kill school – The tender has completed and a contractor is in the process of being appointed. The new school is expected to open in September 2010. This is great news and credit to principal, teachers and parents who have worked tirelessly on this project.

Separately I have proposed a shared secondary school be considered to serve Kill /Johnstown / Sallins villages (Where by taking together numbers may satisfy department guidelines).

Johnstown Garden Centre – Last Summer I wrote to the NRA and Kildare County Council in support of the old garden centre site becoming amenity – as a community park or similar. I have since seen and I am fully supportive of plans prepared by the Johnstown community association. The fate of this site will ultimately be decided in the local area plan.

Environment – I have complained to the EPA re private landfill facility at Kerdiffstown. Following an investigation of the alleged unauthorised development a comprehensive report has been prepared covering the following issues: Previous Panning permissions, Enforcement Action taken to date, Compliance issues, Financial Contributions, Waste Licence and Interface with EPA, Analysis of Topographical surveys undertaken. This report has been referred to the council law agents for urgent legal advice. The proposed incinerator at Rathcoole which was objected to by Johnstown Residents has been refused planning permission (all your Fianna Fáil reps lodged objections to the incinerator development).

Flooding – A report has been prepared and work is underway between Kildare County Council and the OPW. If elected I would seek to ring fence funding and accelerate implementation of these works (whilst attenuation ponds in the Manor need similar attention)

Local Planning – The Johnstown Area Plan is currently under review. I made a submission last November (see here). The draft plan should go on display with public consultation later this Summer and I would encourage all then to make views known.

Minister, Deputies, fellow candidates and friends…

It is a great honour to address you here tonight as a Fianna Fáil candidate for Kildare County council.

The first step of my journey occurred last June when I was nominated by my home cumann of Sallins. I am very grateful for their constant support and I will work tirelessly to fulfil the trust placed in me.

I was delighted to then go on and be selected as a Fianna Fáil candidate for the Naas area – I look forward working with all of you over the campaign ahead.

I would also like to thank my three strongest supporters who are here with me tonight – my wife Ailish and our two daughters, Caoimhe and Niamh … It is their support that makes it all possible and I remain grateful and energised by their faith in me…

On a personal level, my own political apprenticeship began by the fireside in county Wexford..

My grandfather especially was a great raconteur and historian, and I was raised on tales of rebellion and 1798, of the ‘rising of the moon’

Of course I am well aware how that struggle was carried out across the fields of Kildare also… in places like Kill, and Johnstown, at the barracks in Naas town,

and indeed in Sallins as well we have our own place of homage, at Bodenstown where Wolfe Tone lies..

I consider myself a Republican in every sense of the word.

In the traditional, narrower Irish sense, as a proud nationalist and one who looks forward to a Fianna Fáil party organised on a 32 county basis, and also to eventual reunification..

But also a Republican in the classic sense, as a believer in this great modern democracy where all are equal, no one above any other..

Social justice is a theme close to my own heart as we must always cherish all the citizens of the nation equally and nurture those who have not..

I believe listening to be the strongest form of leadership .. both on the doors where we hear the human stories.

And in the party where I would plan, as a Fianna Fáil councillor, to draw upon the huge resource that is the pool of knowledge and expertise that lies within the local organisation to be guided by local units and realise the potential of this august organisation…

Cairde, tonight all of us are gathered here to launch our local election campaign…

But it is also important to look further down the road, at the five years after polling day which is when the real work will be done..

Over the next council term, local area plans will be introduced in many areas –

Johnstown, Kill, Kilteel and TwoMileHouse are just a few that are to come in the year ahead.. Naas town plan is due for renewal in the next two years also

I have been on the doors and I have heard the stories and needs of our communities…

In every area we must put in place amenities to serve the demands of the population we have seen grow in recent years..

For the families that seek playgrounds for their children …

For the youth clubs that need new centres and new homes

For the sports groups that are living on goodwill, living on borrowed time, or on a borrowed pitch.. Or victims of their own success, struggling with gridlock on a pitch they have outgrown..

We must strongly support facilities for all of these

Already in Sallins, I have been proud to support the initiative to develop a 30 acre site for amenity use, to be used by multiple codes, but spearheaded by Sallins GAA… I have supported it in local meetings, on the streets when a petition was required to reaffirm public support, and I will be proud to support it from the council chamber as the project advances.. The model could become a blueprint for amenity developments elsewhere..

Again at local level, we must keep our roads in good order – be that a laneway in Donore, a junction at Osberstown or completion of the ring road around Naas. . we must progress all these projects large and small..

Whilst we must also promote public transport options at every opportunity..

I was acutely aware of the responsibility and gravity of public service the night I received a phone call recently from a man who literally had no bed for the night – I found him temporary accommodation but reaffirmed the importance of housing strategy to ensure a roof exists over every head…

For employment and local economy we must support local enterprise with infrastructure and other supports .. to ensure success for projects like the Millenium park and the Naas Town Centre to breathe life back into the town..

…and also to include enablement of our rural communities where issues like broadband provision must be addressed (and I am already working on this in places like Eadestown, Two Mile House and Caragh)..

A chairde, in recent months I have been campaigning for the election but I have been campaigning for the area for a lot longer…

When, as a daily commuter I helped setup and run the Naas and Sallins rail users group and have campaigned to deliver year after year real improvements for local commuters..

When a bypass was due to cut across the green where my children played and I successfully argued for the route to be moved outside and away from the houses..

For my own estate and others on the bread and butter issues of local representation such as management companies and taking in charge and saving our green spaces..

Or when Sallins village had no recycling facilities and it took me a year of long slog and perseverance but I did not rest until we finally saw the banks installed last Christmas..

A chairde as I stand here tonight as your local election candidate be assured that I will campaign solidly for the entire area, and not just for the election ahead, but for the five years after that if I am given that opportunity…

And over the next two months I will be campaigning to maximise the Fianna Fáil representation on Kildare County Council….

I will work with my colleagues and running mates and with the local organisation..

As we launch that campaign here tonight, no one here doubts the challenges we must face over the coming weeks

But it is my firm belief that a fair-weather politician is no good to anyone…

This is not the time to bow our heads..

This is the time to stand up and be counted…

All of us here tonight are doing exactly that…

The road may be long, our climb may be steep, but I am confident we will reach the summit..

I have no doubt the Fianna Fáil organisation has the resilience, the strength and the courage of its convictions to meet the challenges ahead, both at local and national level.

With effect from 2007, Kildare Co. Council is engaging in a system of advertising grants available on a co-ordinated basis.
Please see below, a list of the grants available to the citizens, local communities and local development bodies of County Kildare for this year.

COMMUNITY GRANTS SCHEMES 2009
We are now inviting applications for the various grants administered by the Community & Enterprise Department in Kildare County Council. These include Festival Grants, Community Grants and Amenity Grants Schemes.

Festival Grants
These grants aim to promote and support local festivals and celebratory activities in the county that have a tourism, cultural/artistic or community perspective.
Conferences, seminars and commercial activities are excluded from the Scheme.

Community Grants
These grants pertain to community groups and organisations within County Kildare, whose activities promote the well-being of communities in the County and which contribute toward meeting the goals of the County’s 10-year strategy, ‘Kildare 2012.’

Social Inclusion – projects involving groups such as travellers, youth, people with disabilities, refugees & asylum seekers
Community Integration – coming together to jointly address local problems

Music Recording Bursary Award

Tyrone Guthrie Residency Bursary Award

All grants awarded, are subject to a maximum amount available, within limited budget allocations and in accordance the terms and conditions pertaining to individual grant schemes. If a group / organisation is granted an award of monies one year, a fresh application must be made in all cases for support in subsequent years.

Application does not guarantee an award of grant.

All applications are judged on merit of the project/initiative submitted for consideration.

I think the process offers an important opportunity for community input, often the dates tick by with only a few landowners sending anything for consideration, it is important the wider view is taken by someone too and the local community are usually best placed to give the planners a steer with this.

The LAPs now under review in the Naas area are: Kill, Johnstown, Kilteel and TwoMile House.

In some cases I made submissions of my own, as well as meeting with local groups in other cases.

Now the pre-draft submissions have been taken, the planners will get to work on a first draft area plan for each place, and they will go on display in the new year. There will be another round of public consultation at that stage.

“Well I was aware of the issue over the years, and more recently it had been raised with me by a number of residents, so I decided to see for myself, and find out just what the situation was now” said James.

“Whilst being located in County Kildare, the dump is actually owned and maintained by South Dublin County Council so it is technically outside the jurisdiction but nonetheless I decided to go direct and requested a meeting with the facility management” continued James.

“The facility manager, John Smith, agreed to meet with me onsite, and treated me to a tour of the complex where I discussed with him the concerns which had been raised. The principal issue for residents was odour control, which can be exacerbated on dry or foggy days, and especially in Winter. The management team noted the concerns as expressed and outlined a number of measures which were being taken to address these. Closed flares are replacing open flares to prevent excess gas leakage, also a number of turbines have been installed to redirect energy back into the national grid. The situation is under constant monitoring but the management view is that the difficulties experienced last Winter should not now be repeated” James explained.

“The landfill is expected to close in 2010, having reached capacity, and ongoing capping is already taking place across all the exposed surfaces. I appreciate the cooperation by the facility management, both in meeting me, and in taking on board these concerns in the actions outlined. I hope these will provide some relief to residents in the Winter ahead” concluded James.

Four schools in the Naas area got funding, so particularly pleased about that. Carragh National School was approved for a new 15-classroom extension and general purpose hall , Kill will now get its new 32 teacher school at Kill hill, Scoil Bhride in Athgarvan gets the go ahead for construction and out of prefabs and Naas CBS post-primary finally gets its extension.

EU red tape means a retender is required but it’s only a formality and the schools are expected to be under construction by mid-2009. I had been in touch with the Minister and our Deputies on these issues, and am equal parts delighted and relieved by this news. Considering only 25 schools around the country were included on this years funding, getting 4 in the local area is pretty good going. Now bring on the builders!

The current school in Kill, like a lot of others in the area, has just about coped with the strains of population growth over the last number of years as the commuter belt expanded beyond its buckle size in recent times. I know from speaking to several families in Kill, Johnstown and all around the catchment area that the school is the number one issue for many of them and has been for some time. Enquiries I made earlier in the Summer drew a positive response from the Mininster, Batt O’Keeffe TD, when he “confirmed that the design phase of the project is progressing well and is on target” and the permission granted is another welcome milestone along the route.

Whilst all has gone smoothly to date, and I am loth to jinx the positive karmic progress around the project, I believe it would be tempting fate to commit to any dates at this stage, given the current funding climate. The original projected opening was to be in September 2009 and I have heard nothing to suggest this will not be met, however it will be an uneasy next while while we await funding confirmation from the Minister. Myself, and I know Deputies Brady and Fitzpatrick likewise, will all continue to state the case and ensure the Minister remains aware of the urgency and priority of this development.

Funding aside, in terms of the construction timeline, it is certainly possible to make rapid progress, we have seen in Sallins school where extensions have literally gone up each Summer over the past couple of years. I was down at Sallins NS yesterday morning, when my own children returned to school after the break, and all the parents were taken with the new buildings that have flown up. A two storey extension houses the older children whilst the new library and PE hall facilities have all been added in recent times. An end to prefabs finally.

So another milestone met and good news for all but my view this is one to stick on until the children are literally walking through the door.
