			<content:encoded><![CDATA[<p>It&#8217;s been a busy few weeks in the life of waste processing in the greater Naas area, and in particular on one stretch of road along Kerdiffstown and Monread, where not one but three current or proposed waste complexes have received permissions, injunctions or stays of execution over the recent while. I summarise below the current state of play.</p>

<p><strong>Bio Energy Plant</strong><br />
A huge number of objections were received by Kildare county council  against the proposed bio-energy complex at Monread / Kerdiffstown. The  upshot of this was that the council refused planning permission for the  proposed facility. The owner now has five weeks to appeal this decision.  Residents or interested parties can also make a submission on the  appeal.</p>
<p>NB Whilst the proposed facility is located adjacent to the existing  Kerdiffstown dump, however the proposal comes in from a separate party,  an M&amp;M Coldstores company.</p>
<p><strong>Existing Kerdiffstown Dump</strong><br />
After almost three years of filing by the EPA the high  court granted a temporary injunction against the A1 waste facility at  Kerdiffstown on Friday 14th May. This prevents A1 from lodging any  further waste into this landfill. A question then arises as to how the  estimated 1.5 million tonnes of unprocessed waste in the landfill is to  be cleaned up. I have raised this question with the Minister and it is  also being pursued by a number of parties including the EPA and the CAN  (Clean Air Naas) group (www.can.ie).</p>
<p><strong>Extension to </strong><strong> Kerdiffstown Dump</strong><br />
Although the existing dump has now been shut down, at least temporarily,  the council simultaneously granted planning permission for the  construction of a new dump on an adjoining 26 acre site across the road  from the existing plant. The council maintain that each planning  proposal is dealt with on its own merits and this application satisfied  the various grounds. However this new extension has yet to receive a  license from the EPA and that application process will be ongoing  through the Summer.</p>
<p>Please see attached map for the location of the above three sites. At  any stage residents can continue to report odours to EPA on (01)268 0100  and these will all be logged and referenced in future cases and  applications to extend / continue operations.</p>

			<content:encoded><![CDATA[<p>There has been much furore over the past few days about a proposal to construct a bio-energy, power generation plant at Kerdiffstown (Sallins) to be accessed via the Monread road.</p>
<p style="text-align: center;"><img class="aligncenter" title="Anerobic Digestion" src="http://upload.wikimedia.org/wikipedia/commons/5/51/MBT_anaerobicdigesters.jpg" alt="" width="450" height="200" /></p>
<p> In brief the plant would &#8216;compost&#8217; organic waste materials to produce an effluent gas which would then be converted to power / electricity. This is a renewable energy source and has the dual benefit of disposing of waste materials whilst producing essential energy. Such plants are common on the continent and in use in many countries. I am not aware of another in Ireland at present although I am open to correction on that.</p>
<p>Kerdiffstown and surrounding areas (Sallins / Kill / Johnstown / North Naas) have suffered at the hands of waste disposal for some time, with the nefarious Neiphim Trading causing serious problems on the Kerdiffstown road over a period of years cluminating this year when the odours reached an all time high (low?) and in some cases people were literally forced to flee their homes in the surrounding area. Whilst it was always an issue for people on the road, amazingly in the surrounding areas until recently there were those who remained unaware of the problem. I remember people asking me what it was when I mentioned the issues in a newsletter at one stage during the local election campaign. However the past twelve months brought the issue into stark relief as the stench really extended to pollute the atmosphere for miles around. Just this week a high court injunction forced the place into some kind of compliance and the end may be in sight <a href="http://www.rte.ie/news/2010/0222/neiphin.html">there</a>.</p>
<p>This hangover bodes poorly for another waste disposal facility in the same vicinity. A new applicant, M&amp;M Coldstores, have applied for planning at a nearby site. Their proposal is for a bio-energy plant as mentioned above and the facility would create 50 new jobs once opened. The applicants also claim the facility would consume waste from the surrounding area and return energy to the same locations. Considering we currently purchase energy on the international markets I would be very interested in the technicalities of keeping it local if it could be achieved. (Am a little sceptical until I hear them unfortunately.)</p>
<p>There has been widespread alarm about the proposed facility, a central concern being that it may process thousands of tons of animal carcasses. I gather this is not planned by the operators although the sought permission would enable it were it to be granted. This in itself not necessarily a bad concept, unpleasant as the idea is, the output of killing floors must go somewhere and at least in the best Catholic tradition &#8220;from ashes to ashes, from dust to dust&#8221; a natural circle converting the waste matter back to energy for the living. Esoterics aside I do not believe this will happen at this site in any event, even if the plant does go ahead.</p>
<p>On a very practical level I would have concerns re the proposals on the following grounds:</p>
<ul>
<li>Traffic volumes in Sallins and Monread are already very high and would struggle to absorb more HGVs</li>
<li>The EPA has not inspired confidence in its dealings with the other Kerdiffstown facility; if these are the regulators then I am afraid in recent times the law has been shown to be an ass.</li>
<li>Proximity to residential areas is very acute. An even slightly more removed site would be preferable.</li>
</ul>
<p>There are also many technical arguments on the nature of the scientific processes used although these as always are open to expert debate. I think the more local practical problems are enough of a challenge at this point. I have seen some good letters of objection doing the rounds and I include one <a href='http://jameslawless.ie/wp-content/uploads/2010/03/Sample_Objection_BioNaas.pdf'>here</a>.</p>
<p>UPDATE: I learned overnight that the site location is currently zoned &#8216;Agricultural&#8217;. In planning terms, this means that a change of use proposal would have to go before the council to allow this be zoned &#8216;Industrial&#8217;. This would require a majority of Councillors voting to override the existing planning status in what is called a &#8216;material contravention&#8217;. I cannot really see this happening on something as contentious as this and therefore I would be very surprised at this point were this facility to go ahead.</p>

			<content:encoded><![CDATA[<p><img class="size-medium wp-image-538 alignright" title="johnstown_pump" src="http://jameslawless.ie/wp-content/uploads/2009/05/johnstown_pump-300x224.gif" alt="" width="300" height="224" />I recently published one for Sallins and here is one for Johnstown.  A reasonably low level update of what I&#8217;ve done and what I&#8217;d like to do in the particular area:</p>
<p><strong>Good news on Kill school</strong> &#8211; The tender has completed and a contractor is in the process of being appointed. The new school is expected to open in September 2010. This is great news and credit to principal, teachers and parents who have worked tirelessly on this project.</p>
<p>Separately I have proposed a <strong>shared secondary school</strong> be considered to serve Kill /Johnstown / Sallins villages  (Where by taking together numbers may satisfy department guidelines).</p>
<p><strong>Johnstown Garden Centre</strong> &#8211; Last Summer I wrote to the NRA and Kildare County Council in support of the old garden centre site becoming amenity – as a community park or similar. I have since seen and I am fully supportive of plans prepared by the Johnstown community association. The fate of this site will ultimately be decided in the local area plan.</p>
<p><strong>Environment</strong> – I have complained to the EPA re private landfill facility at Kerdiffstown.  Following an investigation of the alleged unauthorised development a comprehensive report has been prepared covering the following issues: Previous Panning permissions, Enforcement Action taken to date, Compliance issues, Financial Contributions, Waste Licence and Interface with EPA, Analysis of Topographical surveys undertaken.  This report has been referred to the council law agents for urgent legal advice.  The proposed incinerator at Rathcoole which was objected to by Johnstown Residents has been refused planning permission (all your Fianna Fáil reps lodged objections to the incinerator development).</p>
<p><strong>Flooding</strong>  &#8211;   A report has been prepared and work is underway between Kildare County Council and the OPW. If elected I would seek to ring fence funding and accelerate implementation of these works (whilst attenuation ponds in the Manor need similar attention)</p>
<p><strong>Local Planning</strong>   &#8211; The Johnstown Area Plan is currently under review. I made a submission last November (see <a href="http://jameslawless.ie/2008/11/16/past-first-post-on-local-area-plans/">here</a>). The draft plan should go on display with public consultation later this Summer and I would encourage all then to make views known.</p>

<p>Minister, Deputies, fellow candidates and friends…</p>
<p>It is a great honour to address you here tonight as a Fianna Fáil candidate for Kildare County council.</p>
<p>The first step of my journey occurred last June when I was nominated by my home cumann of Sallins. I am very grateful for their constant support and I will work tirelessly to fulfil the trust placed in me.</p>
<p>I was delighted to then go on and be selected as a Fianna Fáil candidate for the Naas area &#8211; I look forward working with all of you over the campaign ahead.</p>
<p>I would also like to thank my three strongest supporters who are here with me tonight &#8211; my wife Ailish and our two daughters, Caoimhe and Niamh … It is their support that makes it all possible and I remain grateful and energised by their faith in me… </p>
<p>________</p>
<p>On a personal level, my own political apprenticeship began by the fireside in county Wexford..</p>
<p>My grandfather especially was a great raconteur and historian, and I was raised on tales of rebellion and 1798, of the ‘rising of the moon’</p>
<p>Of course I am well aware how that struggle was carried out across the fields of Kildare also… in places like Kill, and Johnstown, at the barracks in Naas town, </p>
<p>and indeed in Sallins as well we have our own place of homage, at Bodenstown where Wolfe Tone lies..</p>
<p>I consider myself a Republican in every sense of the word. </p>
<p>In the traditional, narrower Irish sense, as a proud nationalist and one who looks forward to a Fianna Fáil party organised on a 32 county basis, and also to eventual reunification..</p>
<p>But also a Republican in the classic sense, as a believer in this great modern democracy where all are equal, no one above any other..</p>
<p>Social justice is a theme close to my own heart as we must always cherish all the citizens of the nation equally and nurture those who have not..</p>
<p>I believe listening to be the strongest form of leadership .. both on the doors where we hear the human stories.</p>
<p>And in the party where I would plan, as a Fianna Fáil councillor, to draw upon the huge resource that is the pool of knowledge and expertise that lies within the local organisation to be guided by local units and realise the potential of this august organisation…</p>
<p>________</p>
<p>Cairde, tonight all of us are gathered here to launch our local election campaign…</p>
<p>But it is also important to look further down the road, at the five years after polling day which is when the real work will be done..</p>
<p>Over the next council term, local area plans will be introduced in many areas –</p>
<p>Johnstown, Kill, Kilteel and TwoMileHouse are just a few that are to come in the year ahead.. 	Naas town plan is due for renewal in the next two years also</p>
<p>I have been on the doors and I have heard the stories and needs of our communities…</p>
<p>In every area we must put in place amenities to serve the demands of the population we have seen grow in recent years.. </p>
<p>For the families that seek playgrounds for their children … </p>
<p>For the youth clubs that need new centres and new homes</p>
<p>For the sports groups that are living on goodwill, living on borrowed time, or on a borrowed pitch..      Or victims of their own success, struggling with gridlock on a pitch they have outgrown..</p>
<p>We must strongly support facilities for all of these</p>
<p>Already in Sallins, I have been proud to support the initiative to develop a 30 acre site for amenity use, to be used by multiple codes, but spearheaded by Sallins GAA… I have supported it in local meetings, on the streets when a petition was required to reaffirm public support, and I will be proud to support it from the council chamber as the project advances.. The model could become a blueprint for amenity developments elsewhere..</p>
<p>Again at local level, we must keep our roads in good order &#8211; be that a laneway in Donore, a junction at Osberstown or completion of the ring road around Naas. . we must progress all these projects large and small.. </p>
<p>Whilst we must also promote public transport options at every opportunity..</p>
<p>I was acutely aware of the responsibility and gravity of public service the night I received a phone call recently from a man who literally had no bed for the night – I found him temporary accommodation but reaffirmed the importance of housing strategy to ensure a roof exists over every head&#8230;</p>
<p>For employment and local economy we must support local enterprise with infrastructure and other supports .. to ensure success for projects like the Millenium park and the Naas Town Centre to breathe life back into the town..</p>
<p>…and also to include enablement of our rural communities where issues like broadband provision must be addressed (and I am already working on this in places like Eadestown, Two Mile House and Caragh)..</p>
<p>________</p>
<p>A chairde, in recent months I have been campaigning for the election but I have been campaigning for the area for a lot longer…</p>
<p>When, as a daily commuter I helped setup and run the Naas and Sallins rail users group and have campaigned to deliver year after year real improvements for local commuters..</p>
<p>When a bypass was due to cut across the green where my children played and I successfully argued for the route to be moved outside and away from the houses..</p>
<p>For my own estate and others on the bread and butter issues of local representation such as management companies and taking in charge and saving our green spaces..</p>
<p>Or when Sallins village had no recycling facilities and it took me a year of long slog and perseverance but I did not rest until we finally saw the banks installed last Christmas..</p>
<p>A chairde as I stand here tonight as your local election candidate be assured that I will campaign solidly for the entire area, and not just for the election ahead, but for the five years after that if I am given that opportunity…</p>
<p>And over the next two months I will be campaigning to maximise the Fianna Fáil representation on Kildare County Council&#8230;.</p>
<p>I will work with my colleagues and running mates and with the local organisation..</p>
<p>As we launch that campaign here tonight, no one here doubts the challenges we must face over the coming weeks</p>
<p>But it is my firm belief that a fair-weather politician is no good to anyone…</p>
<p>This is not the time to bow our heads..</p>
<p>This is the time to stand up and be counted…</p>
<p>All of us here tonight are doing exactly that…</p>
<p>The road may be long, our climb may be steep, but I am confident we will reach the summit..</p>
<p>I have no doubt the Fianna Fáil organisation has the resilience, the strength and the courage of its convictions to meet the challenges ahead, both at local and national level.</p>
<p>We have a strong team here tonight..</p>
<p>All of us here are committed.. all of us here are capable.. all of us are Fianna Fáil…</p>
<p>Let us now go from here tonight in full confidence of victory and ready for the fight!</p>

<p>With effect from 2007, Kildare Co. Council is engaging in a system of advertising grants available on a co-ordinated basis.<br />
Please see below, a list of the grants available to the citizens, local communities and local development bodies of County Kildare for this year.<br />
Please note, the closing date for receipt of applications is:</p>
<p>Wednesday 18 March 2009 for all grants unless stated otherwise.</p>
<p>COMMUNITY GRANTS SCHEMES 2009<br />
We are now inviting applications for the various grants administered by the Community &#038; Enterprise Department in Kildare County Council.  These include Festival Grants, Community Grants and Amenity Grants Schemes.</p>
<p>Festival Grants<br />
These grants aim to promote and support local festivals and celebratory activities in the county that have a tourism, cultural/artistic or community perspective.<br />
Conferences, seminars and commercial activities are excluded from the Scheme.<br />
Closing date for receipt of applications is Wednesday 18 March 2009.</p>
<p>Community Grants<br />
These grants pertain to community groups and organisations within County Kildare, whose activities promote the well-being of communities in the County and which contribute toward meeting the goals of the County&#8217;s 10-year strategy, &#8216;Kildare 2012.&#8217;<br />
Projects in areas concerned with the following will be considered for funding:</p>
<p>Social Inclusion &#8211; projects involving groups such as travellers, youth, people with disabilities, refugees &#038; asylum seekers<br />
Community Integration &#8211; coming together to jointly address local problems<br />
Community Participation &#8211; improving facilities for community use<br />
Joint projects with the local authority<br />
Technical Assistance &#8211; preparation of local development and action plans, research, training &#038; facilitation<br />

The Summer School will have workshops in Choreography, Education, Youth dance and Dance with Disability.  The awards include tuition fees and light refreshments.     </p>
<p>Music Recording Bursary Award<br />

<p>Tyrone Guthrie Residency Bursary Award<br />
Two bursary awards will be made to artists from all fields for a two-week stay at the Tyrone Guthrie Centre, the artist&#8217;s workplace in Monaghan.  Artists will be selected on the basis of their previous achievements and the project they intend to further during their working residency.</p>

			<content:encoded><![CDATA[<p>I&#8217;ve spent a bit of time in Johnstown over the past while, meeting and talking with residents and I&#8217;ve itemised below a few of the things I&#8217;ve been working on.</p>

<p><strong>Flooding</strong><br />
The village has suffered chronic flooding in recent years and the last few Summers haven&#8217;t helped. I looked into this last year and a meeting ocurred between the council and the OPW (Office public works) last Autumn. A consultants report followed and I understand next steps are for KCC to meet with the Johnstown Community Association and to then engage in wider public consultation. I was in the council chamber the other day and the director of services paid particular praise to one man (unnamed), a Kill native, who apparently gave them a tour of the subterranean landscape and was a font of extremly helpful local knowledge. Once the works are documented and agreed, I understand that funding shouldn&#8217;t be a problem.</p>
<p style="text-align: left;"><strong>Transport and Traffic</strong><br />
The bus stop in Johnstown is badly positioned, also the old shelter was never replaced. I raised this with Bus Eireann and also that the parking spaces at bus stop are badly located and when occupied can cause difficulties for buses pulling in and out. They agreed with me on all counts but advised that they no longer erect shelters and that is now the responsibility of the council or in a high traffic area an advertising company may oblige (unlikely to work here as the motorway traffic cannot see the shelter so not enough advertising interest). I have raised these issues to the county council along with a number of local traffic and signage issues.</p>
<p><strong>Old Garden Centre</strong><br />
I&#8217;ve said <a href="http://jameslawless.ie/2008/10/28/playtime-on-hold-at-johnstown-garden-site/">before</a>, and it remains my strong view, that the former garden centre site provides an amenity opportunity for the village centre, in the form of a park, playground or other community facility. I contacted the NRA and Kildare County Council on this last year and whilst the initial plan was standard site disposal I understood that was open to review. Johnstown Community Association has developed detailed plans for a community facility at this site of which I am very supportive. This site would appear an excellent location for such a facility.</p>
<p><strong>Johnstown Area Plan</strong><br />
The Johnstown area plan is currently up for renewal and a draft plan should go on display later this year. I made a pre-draft submission last November which covered the Garden Centre site, traffic issues, amenity provision, flooding, education and sporting facilities which can all be seen <a href="http://jameslawless.ie/2008/11/16/past-first-post-on-local-area-plans/">here</a>.</p>

<p>I think the process offers an important opportunity for community input, often the dates tick by with only a few landowners sending anything for consideration, it is important the wider view is taken by someone too and the local community are usually best placed to give the planners a steer with this.</p>
<p>The LAPs now under review in the Naas area are: Kill, Johnstown, Kilteel and TwoMile House.</p>
<p>In some cases I made submissions of my own, as well as meeting with local groups in other cases.</p>

			<content:encoded><![CDATA[<p><img class="alignright" src="http://www.myhome.ie/pictures/experts/2/9/3/28392/johnstown_main_230x190.jpg" alt="" width="184" height="152" />The old Johnstown garden centre was a landmark location, known to all, whether you spent a bank holiday perusing the pergolas or daily drove past it along the N7 it was somewhere we all knew well. The N7 road widening project marked the end of the line for the old site and a new improved garden centre opened up on the opposite side of the motorway. For the garden centre, the location is actually better, if anything, with the mature grounds of Kerdiffstown and Palmerstown houses bordering both sides. </p>
<p>The old site lay idle briefly, before being recently cleared down, under works conducted by a contractor on behalf of Kildare County Council. As with most areas, the demographic in Johnstown today experiences a lack of appropriate amenities and it was hoped by many, that the old garden centre site could be developed as a public facility, having coming into council ownership as a compulsory purchase during the roads project. It is a fine site, with adequate room for a community centre, a playground, perhaps a community garden with some shrubbery and benches etc, there were a variety of possibilities.</p>
<p>Earlier in the Summer I had made various attempts to determine council plans for their newly acquired land and wrote and emailed them on a few occasions. None the wiser after a few communications, I next wrote to the chief executive of the NRA, who were obviously involved in the site acquisition also. The NRA responded alright but alas the news was not good, namely that recent council works had been preparatory to a sale of the site, and that it would be offered on the open market in the near future. So much for a community playground.</p>
<p>All is not lost however, as the Johnstown area plan is up for renewal shortly, and I would recommend to residents that submissions highlight the amenity need and opportunity of this location. In fact, the realpolitik of it all may be that only a private developer has the means to develop facilities here, and as long as any private development can be conditioned around community gain, there may still be potential for public use of this site.</p>

<p>Four schools in the Naas area got funding, so particularly pleased about that. Carragh National School was approved for a new 15-classroom extension and general purpose hall , Kill will now get its new 32 teacher school at Kill hill, Scoil Bhride in Athgarvan gets the go ahead for construction and out of prefabs and Naas CBS post-primary finally gets its extension.</p>
<p>EU red tape means a retender is required but it&#8217;s only a formality and the schools are expected to be under construction by mid-2009. I had been in touch with the Minister and our Deputies on these issues, and am equal parts delighted and relieved by this news. Considering only 25 schools around the country were included on this years funding, getting 4 in the local area is pretty good going. Now bring on the builders!</p>

			<content:encoded><![CDATA[<p>Some good news came in last week for parents and pupils of Kill National School and surrounds, with the news that permission had been granted for a new 960 pupil facility to proceed at Kill Hill. The site had alreay been aquired and the planning application was submitted in June so it the process has been going reasonably according to plan over the past year or so at any rate. The school is billed as a 32 teacher campus but will initially function as a 24 teacher one and scale up over time. It will also include Basketball Courts, Hard Playing Area, Playing Pitch, 2 Libraries and a General Purposes Room.</p>

<strong>The old school in Kill back in use as spillover accomodation</strong></p>
<p>The current school in Kill, like a lot of others in the area, has just about coped with the strains of population growth over the last number of years as the commuter belt expanded beyond its buckle size in recent times. I know from speaking to several families in Kill, Johnstown and all around the catchment area that the school is the number one issue for many of them and has been for some time. Enquiries I made earlier in the Summer drew a positive response from the Mininster, Batt O&#8217;Keeffe TD, when he &#8220;confirmed that the design phase of the project is progressing well and is on target&#8221; and the permission granted is another welcome milestone along the route.</p>
<p>Whilst all has gone smoothly to date, and I am loth to jinx the positive karmic progress around the project, I believe it would be tempting fate to commit to any dates at this stage, given the current funding climate. The original projected opening was to be in September 2009 and I have heard nothing to suggest this will not be met, however it will be an uneasy next while while we await funding confirmation from the Minister. Myself, and I know Deputies Brady and Fitzpatrick likewise, will all continue to state the case and ensure the Minister remains aware of the urgency and priority of this development.</p>
<p>Funding aside, in terms of the construction timeline, it is certainly possible to make rapid progress, we have seen in Sallins school where extensions have literally gone up each Summer over the past couple of years. I was down at Sallins NS yesterday morning, when my own children returned to school after the break, and all the parents were taken with the new buildings that have flown up. A two storey extension houses the older children whilst the new library and PE hall facilities have all been added in recent times. An end to prefabs finally.</p>
<p>So another milestone met and good news for all but my view this is one to stick on until the children are literally walking through the door.</p>
